This uses the standard mathematical conversion, which ignores paper, ink and printer profile. Real print work needs a colour-managed profile from your printer — treat these numbers as a starting point.

Both describe hue, saturation and a third dimension. In HSL that dimension is lightness, where 100% is always white; in HSV it is value, where 100% is the most vivid version of the colour. HSL is easier for building tints and shades, HSV for picking a vivid colour.

WCAG AA asks for at least 4.5:1 for normal text and 3:1 for large text. AAA raises that to 7:1. The tool shows the ratio against white and black so you can pick a readable text colour.
